Theoretically, you could say, “Why haven’t last month’s enrolled people paid yet?” But it is forcing the “Saxon genitive” beyond its normal reach! Your subject should stay much closer to the original Italian. 😉

Your first version is spot on, Paolo. The second one doesn’t work, I’m afraid.
You could, however, say:
“Why have the people who signed up last month still not paid?”
I think the first version is better, though, with the negative at the beginning.
“Subscribed” (joined) is fine.
