Tra le due versioni che hai postato, la prima è decisamente meglio come frase interrogativa (la seconda è semplicemente una frase negativa). Il problema qui è il tempo del verbo che non dovrebbe essere al presente passivo (anche se comprensibile) ma al present perfect passivo che è un po’ più complesso.

I’m not sure what you mean by ‘booked’ Anita. The idea here was exactly one of requesting spare keys, and not one of ‘putting the keys in order’. Maybe this is what confused you? But my original sentence in Italian was ‘ordinato’ and not ‘messe in ordine’.
However, the final form of the verb should be, ‘Haven’t……..been ordered yet?’ You need ‘been’ to complete the passive form.
