“Need to be cleaned” would be possible, Dani, but without “have”.
The only option here is ‘A’.
Need with Gerunds or Passive Infinitives: in certain circumstances, a gerund may follow need. In this case, the gerund carries a passive meaning. Usually the situations involve fixing or improving something: The house needs painting. = The house needs to be painted.

I think you have understood, Gaetano, but you can have a passive infinitive instead of the gerund:
These windows need cleaning = these windows need to be cleaned.
However, this option was not available in the exercise. 😉
